I found them in Krasarang Wilds, near the Incursion. Comment by These are in open water ocean and near coast lines, seemingly at random with the shrimp schools. I've run all along the JF and KW with my hunter pet giving me waterwalking, and the octopi are most common. If you need a way down to the water and are a lower level, Serenity Falls near Camp T-T in Jade Forest can be safely jumped from and the Terrace of the Ten Thunders has a path down to the water as well.
Also, there are various areas near the north of JF where you can get back on to land, either via the Terrace path, or via some cute unmanned flight paths abandoned kites there are 3 kites and just the one path. Potions of water walking are a simple way to get to these mid-water schools, same as various class abilities, such as the hunter's new water strider's Surface Trot ability, which is what I used.
A near constant circuit can be run of these schools, from the north end of JF down to KW and back. I personally have not risked going any further, and since there are hundreds of schools in those areas, there seems to be no need to.

Which is untrue. I just found the Mimic Octopus, Tiger fish, and Spinefish all in their respective pools. None of them took me more than 30 casts each.
Comment by Iceveiled I needed 30 reef octopi to level up cooking. I found a lot of pools on the southern coast of Jade Forest. Flying around at level 90 made it easier. Got 30 in about 30 minutes. Lots of giant mantis shrimp pools as well.

Special pools are called Crowded Redbelly Mandarin which makes sense due to the tiny pond they spawn in. So, focus on the shrimp and octopi. Also, since Pandaria fish are required in various quests for The Tillers and for superior foods, they are quite on a high demand.
